Captain Peter M. Swartz, U. S. Navy (Retired), served two tours as an advisor with the Vietnamese Navy and was a principal drafter of the Cold War Navy’s Maritime Strategy. After retiring from the Navy, he worked for more than 25 years as an analyst at CNA, retiring as a principal research scientist, director of CNA’s strategy and policy analysis program, and CNA analyst for OPNAV’s strategy and policy divisions. He still does work for CNA on an on-call basis.
